Weatherization Education Outreach Program (WEOP)

Weatherization Outreach Programs were created under Title IV of the Energy Conservation and Production Act of 1976, for the purpose of home improvements to increase energy efficiency, promote utility conservation, lower utility costs, and enhance the quality of life.

FPUA and the City of Fort Pierce partnered in 2013 to create the Weatherization Education Outreach Program (WEOP) to provide weatherization and education information to low-income families in the FPUA service territory. The goal of WEOP is to assist low-income homeowners with best practices on energy and water conservation education and weatherization with the hopes of empowering the homeowner with ways to permanently reduce their utility bills.

A weatherized home is healthier, safer, and offers more comfortable for living. Weatherization programs also help preserve housing stock and provide jobs.

WEOP Benefits

Eligible Repairs

  • Replace exterior doors and hardware
  • Inspection of HVAC system
  • Attic insulation (if accessible) up to an R-38 
  • Window caulking and weather stripping
  • Replace hazardous outlets and switches
  • Repair Water Leaks
  • Installation of LED lights
  • Replacement of broken or missing glass panes
  • Installation of door viewer for security
  • Installation of programmable thermostats
  • Installation of low flow showerheads and faucet aerators
  • Installation or replacement of the water heater and/or water heater timer
  • Inspection to ensure that all exterior lights are operational


☑ You must own and occupy the property.
☑ The property must have 100% Homestead exemption. 
☑ The Household income must meet the Maximum Income guidelines. 

For families with more than 8 persons, add $4,020 for each additional person. Income from all members of the household is counted towards these limits.

How Do I Apply?

☑ Submit an application to determine program eligibility. 

☑ An energy survey of the home is conducted to identify needs.

☑ The home is weatherized.

☑ The home is inspected to assure quality of work completed.

☑ Download and print the WEOP APPLICATION or pick up an application at FPUA, Fort Pierce City Hall, Mustard Seed, or Council on Aging.  

☑ Complete the application and return to FPUA or schedule an appointment with Jennifer at Mustard Seed* at (772) 465-6021 for income verification. You must bring your photo ID, bank statements, and proof of income.

      * Appointments will be available on Friday’s from 9:00 a.m. to 12:00 p.m. Mustard Seed is located at 3130 S. 1, Fort Pierce, FL

Tips to Conserve and Save

Although WEOP is geared towards low-income families, most families can reduce their utility bills by taking simple low-cost steps. Read below for easy tips on how you can conserve resources and save money! 

In addition to providing education and weatherization, FPUA will assist customers with locating other programs that may be able to further assist them with additional weatherization efforts. There is no guarantee that funds will be available or that the applicant will be accepted by other programs.
